Evidently not....and one of his ships is camped outside my city in S. America.
In this scenario the Pirateers seem rather powerful. I would love to build a few myself, but the only cities with the production to do it are located in the Netherlands....and I think that the English, French, and Spanish (not to mention the Portuegese) would take exception to Pirateer's traveling through their waters...I guess there is one good point to being stuck behind other player's homes!____________________________
