Ahem. The tech problem is solved easily without modding. Just play on higher difficulty. Its quite obvious youll get tanks in 1600 if you play easy.

er clearly works the other way round
most ppl on here in deity get tanks at some stupid year while lower down (cos the AI dont keep up at all) it's a slow plod all the way through to year 2000 for anything decent
tho i suppose if u play well on lower difficulties you can advance more rapidly
