    Seriously, the idea may be good, but I think that the current improvements of the game already represent an upgrade of infrastructure management of the governor. The only idea that I advocate for future civs is a new kind of citizen: there is the worker, the entertainer, the tax guy and the scientist. Why can't be there a prosecutor/judge (5-10% less corruption in the city for each one)???
    My idea would represent the level of development of the country. Everybody builds libraries, universities, marketplaces, banks but not every body can afford to build it's infrastructure (the development of a city, in my idea they are modern houses, mail, roads and all that what city and citizens need)

    Your idea is not bad but if we add judges so we should also add others like architects, firemen, doctors, teachers and so on.
