Quite simply, Civ3 will have a scenario contest when you can actually make scenarios under Civ3

The editor doesn't really allow for true scenarios, in the sense that we're used to, but there's still some cool things that can be done with it to create a unique game under customized circumstances. Maybe a "Mod Contest" would be a better title...

The biggest limitation is that states can't be into a diplomatic stance. This precludes many specific scenraios, but others where treachery and shifting alliances were common (say Feudal Japan) could still be done now.

While the diplomatic stance thing does make most single player scenarios impossible, it does not prohibit multiplayer scenarios. perhaps a contest for that?

You can make fine fantasy scenarios with editor as it is.
