is it possible to upgrade all units of one kind of infantry or military unit at the same time?? or do you need to rigorously send them to cities with barracks and individually upgrade them all?

Not in my experience; only one needs movement points left. I've moved units into cities, expending all their movement points, and then used another unit with movement available to perform the shift-U. All of the units upgrade, those with and those without movement points remaining.

I don't use the F3 screen. If you have an active unit in a city with a barracks and do shift-U, it upgrades all the units of that type, movement or no. Perhaps it is a bug, but I'm happy to keep it."Stuie has the right idea" - Japher

another thing that's good to know is that you can select any of the unit you want to upgrade and hit a shift-U on it, even if it's not in a barracked city. ie. you have a bunch of spearman in cities that are barracked but the only one left with movement points is not in a barracked city. shift-u that unit and the ones that ARE in barracked cities will be upgraded. this is true at least in vanilla civ3, I don't have PTW so I can't speak for that.
