Sounds like Civ 1.17f patch. If you load the latest patch, those insulted feelings for asking for more than 1 gold go away.

When I first time started building the palace, I was freaked out because of this.

Is this a safe place to build my palace, or should I move?

Oh! Those pics gave me a brilliand idea! How about different palace background depending on the terrain the palace is on... that would be SOOOOOOOOOO nice!

how about more freedom when making a palaces? or... spending money from the treasury on it!! i'm just annoyed cuz the palaces always end up looking the same, unless you mix all of the cultures together, which seems like a good idea until you try it, just making yourself looking like an idiot and wondering how any of your citizens could respect you

Certainly, by editing the graphics files under the Art\PalaceView directory.
