Maps are sometimes strange. In my present game there are only 2 gems, which I get after a war against Egypt. My direct rival, Persia, has a huge territory and no oil. In fact my territory is just a little bit larger but I am the only one civ to have oil. Imagine what it means for wars during Modern Era

No. more culture is not necessary to get the cow (Smolensk's ring is just one square, too). Just wait the one turn.
I don't know whether this is a bug or intentional, but that's how it is.
I decided to go to the french to help out in my war against the Persians. French were #1 in culture, and #3 in everything else, with persians #3 in culture, #2 in everything else, and myself #2 in culture, #1 in everything else. I figured France would want something rather large to go to war. I was prepared to pay a very large amount in both techs and money... And what did they ask for? Fur. Nothing else. I had plenty so I gave it to them.
I could post a screen shot but that just doesn't capture the mood.
