Willem-- tried pillaging, but only once. Maybe it takes a second pillage to remove the fortress.
Others-- again now that I know what is happening, it is not that big of a problem. I may edit the image to add more brown so it looks typical camouflage instead of multi green tones.
I forgot about picking up files from the civfin forum. Thanks for the ideas.Comment

Yes, Fortresses are the last to go when you pillage, you have to do it at least twice if there's any other improvements.Originally posted by planetfall
