I believe that a city start with no cultural border, and can only work a radius of one. After 10 cps both borders will expand ("Normal" city radius and 1 radius border.) From that point I guess that the border will expand in some points, and maybe the workable area will expand once more.

In the contrary, Gamspot isn't wrong on this one.
You are confusing two different concepts:
1. The cultural border of a city
2. Number of tiles it can use
[1] is clearly affected by culture and determines whether you'll need colonies to access resources. [2] is old stuff.
It also seems that [2] can increase at a very high cultural level.
