      Take it easy Gramphos! There seems to be a contradiction in that statement, because he also says the following:

      Even if your city has only the beginning 1-square (no) border, you can work the requisite number of surrounding squares
      So... I'm not exactly sure what he means anymore.

        I believe that a city start with no cultural border, and can only work a radius of one. After 10 cps both borders will expand ("Normal" city radius and 1 radius border.) From that point I guess that the border will expand in some points, and maybe the workable area will expand once more.

          You are confusing two different concepts:

          1. The cultural border of a city
          2. Number of tiles it can use

          [1] is clearly affected by culture and determines whether you'll need colonies to access resources. [2] is old stuff.

          It also seems that [2] can increase at a very high cultural level.

            It isn't very clear no matter how you look at it. I can't interpret what Dan said.

            I guess I'll have to wait to see.
