throughout history it's been a fact of life that military units that wander too far away from home usually end up taking more casualties through disease than in actual fighting ! Of course, it's a bit extreme to say that once your military unit is beyond your borders it start taking hp losses... but what if they don't recover hps unless they are back in friendly territory ?
And until the Crimean War battlefield medicine was some carpenter with a bucket of hot pitch in the corner of the tent... military units that had the stuffing knocked out of them tend to be shipped home or replaced by newly formed units (which then absorb the survivors from their predecessor)
perhaps we can add a Logistics tech advance which will allow health recovery when beyond the borders, but with the discovery of medicine also a Field Hospital unit which will be able to act like a "barrack away from home", double hp recovery rates..... MASH !
