Wow, this would be a must-have in civ2 but let's see what happens in civ3. And the fact that it is not a Small Wonder gives its owner a biiiiig boost.
Well it sounds the equivalent of the cloning vats in SMAC which resulted in a pop boom at every base in your empire, although it was possible to pop boom in SMAC through Golden Ages (equivalent of WLTKD)

Longevity is a ridiculous name for a wonder.
You scored a hit!
Two other things:
Will Wltkd still be worthwhile at all?
Isn´t 'Longevity' TOO strong, especially as a major wonder? (Only one can have it.) And why major? Everybody could have penicillin and such. Shouldn´t it be a minor wonder?

It will be worth while if it doesn't come too late in the game. Early 20th century should be OK. The WHO as a major wonder would allow other tribes to boom as well, provided they join up - eg by paying cultural points to the tribe that built the wonder. So it needn't be TOO powerful either.

How do you assume that it will be "too strong"? We don't know yet for how long this boom lasts! If it lasts only one turn, the wonder is VERY weak. If it lasts forever, however, it is VERY strong (then I would of course agree that it is "too strong"). My guess is that it will last for, say, 3-5 turns, which should make the wonder perfectly balanced IMO.

Perhaps its a wonder that has a smaller effect over an extended period of time. I like the idea of the WHO wonder. Longevity is a BAD name for a wonder.

Don´t forget the wonder´s name is 'longevity'. From that I indeed do assume it will last longer than a few years.
