    I felt that CIV I and II lent themselves to be basically war games, because I could be almost perpetually in and out of war throughout the entire game. There was no real diplomatic model that allowed you to realistically stay out of war.
    Of the Holy Roman Empire, this was once said:
    "It is neither holy or roman, nor is it an empire."
