Not quite. If you cross into a Civs territory, they can tell you to get out. If you don't, they can give you an ultimatum "Get out or else". After that it is a pretext for war.

Actually, you can enter their borders, but if they don't like you they'll tell you to leave and THEN declare war. Also, non combat units like workers are generally able to enter other civs' territories to do things like build connecting roads.Originally posted by Gramphos

Also, as was alluded to in another thread, a Right of Passage speeds up movement on roads through another Civ's territory. IIRC, without one, you can't get road or railroad movement bonuses in someone else's territory.

Fortunately, thats a good thing. It was a bit unrealistic to be able to build enough howies to take out an entire civ in one turn without them being able to hit back.Originally posted by saracen31

Diplomacy-agreements must give a big enough benefit/obligation in order to feel worthwhile. In Civ-2 one could play largely in arrogant "spendid isolation" most of the time, and simply ignore too nurture and/or feel obligated to diplomacy-agreements. Not good. Obviously any Right of Passage agreements with an empire should automatically be canceled, once you attack/get attacked by that empire.
