Japan? Why Japan? I like the country just as much as the next guy but many countries have their own culture and history and still dont deserve to be in civ3. They haven't had a large, noticeable impact on the world other than todays economy and ww2. The phoenicians were a much more powerful economic power during their time and they still didn't make civ2 and im almost positive they won't be in civ3.
