So yes, basically. Of course a cynical person might use this to make the AI troops run all over the place.

'course no-one would exploit the poor AI like that would they? Or at least only occasionally . . .

If the AI did not cheat I often wonder if it could ever win

          even against it self

the AI knows where your units are?

well thats cheating (unless it has a legit reason for knowing)

and they always take the transport with their attack units and land next to your city with only 1 spearman defending it.

Yes the one acknowledge cheat is that the AI will know what is on tiles. Be it troops or resources. So if you have an empty city, it will see it and go for it.

so forget about trying tobe tricky with 1 defender or none, it won't fool the AI.

To an extent you can fool the AI into attacking where you want it to and destroy its forces. I've noticed this can be especially effective once your rail network is in place so you are highly mobile

Yes its an all new level of cheating. If this were any other, non-civ game, this kind of cheating would get such a bashing.

To me it ids not cheating at all. It is part of the handicap the AI gets. Cheating is doing something that was not part of the rules. This is part of the rules. We still beat the thing, so if it did not have that how much easier would it be?

If you want to say they should have made a better AI instead, that is legit. I am not sure if that was doable and still have the game run on less than 4GH machines, but that is another issue.

The thing is once you know that the AI knows where youre defending, you can use it against it, which defeats the point of the cheat in the first place.

depends how far apart your cities are, and if you have adequate road network- preferribly railroad.

The "cheat"as not put in to aid the AI in winning so much as it was to allow the coders to not have to make the AI better and hence more complex and requiring more horsepower. This saved time and money.

Its sad that a game of civ's importance gets such a cheap (short-term) workaround just to save time and money then.
