Reasoning

Togas: First SPDG Constitutional drafting, being Chief Justice of the Court of Apolytonia, and building the original FAM Team; PTW ISDG work as our long-time Foreign Affairs Minister... it's been his and his team's masterful diplomatic skill (along with Dominae and E_T's building efforts) that has allowed Apolyton to be where it is today in that competition. Has repeatedly demonsrated his ability to find the best talents in the community and put them to use as part of a cohesive team - most recently the ISDG FAM Team. He is also now serving as one of the Consuls in the C3C ISDG as well. He's also a leader of teams in the two PTWDG's, but that's just extra.

Dominae: Substantial contributions to Apolyton University and the Civ3 Strategy Forum, where he is certainly best known. He has also offered substantial contributions to the Civ3 ISDG Team and is one of the architects of the enormous success of the Apolyton Team... we wouldn't be rising as one of the competition's dominant powers from a jungle start against teams with far better starts without his talents having been at work throughout our early history. We owe him a lot.

E_T: First SPDG work as the Domestic Minister who showed everyone in the Civ3 DG community just how that job is done... His absolutely INCREDIBLE work on moving Apolyton toward becoming the dominant economic power in the Inter-Site Democracy Game competition since he took over for Dominae. Probably most importantly, his extremely useful Civ3 micro management and planning spreadsheets. The sheer organization he's leant to the interior building efforts of the team has been nothing short of phenomenal.

Harlan - He is the guy who created all those wonderful scenarios for Civ2 right? Dagor Bragollach, LOTR, Genghis Khan scenarios. Hard to play but they are unique and well thought out.
