At school, in my Civ1 days, I asked the history teacher why Bismarck, having won the Franco-Prussian War in 1871, didn't simply annex Paris and incorporate it into Germany. It seemed very strange to me that he should have defeated all the units in the enemy capital, reduced it to civil disorder and starvation, and then cleared off home again...Comment
