IMHO sabotaging individual units would be quite realistic, im not sure it would work well but it'd still be realistic. Thats where most terror attacks are rooted. not huge assaults like september 11th but small attacks that take place almost everyday in the middle east.

Sabotaging units sounds like a good idea, but I don't know how it could be added in (or if it would). A spy gives you a "head count" for the AI armies, but it doesn't tell you where they are located so they would have to add something like that in before you could sabotage an individual unit with the espionage screen.
Actually there is a form of unit sabotage already in with the bombard abilities of the catapult chain. It's not really a "terrorism" sabotage though, since it's military.
Ahh, hadn't thought about that. It's been quite a while since I last played Civ2 (4 years at least, it was around the time Call To Power came out and I can't remember when that was).
unit sabotage is hardly possible in real life... except if you blow up a tank factory or some other recruiting facilities... which would be an improvement sabotage.
cronos: bribing was cool, but totally overpowered. i used to send my spies onto another island, bribe a settler and build a city. that was the easiest way of conquering a continent. now it's more difficult with the culture borders (by the time of espionage, the continent is usually fully covered...)

cutting trees to block a road , placing mines on roads , blowing up railroads , etc , ....

however... this thing could be interesting for "destroying" a luxury or strategic resource (it could either disappear forever, or relocate like in some random cases especially with iron and coal)

been thinking a while about the price , in war or even in peace blowing up the right railroad and road of a tile with a strategic resource or lux could change for a number of turns the game , ......
so why not pay 1000 or so if you know that because of that the enemy or your target cant build lets say nukes , ....... thats a cheap price , .....
