i thought i had established the fact that terrorism is already in the game.
its fine the way it is, just leave it. to make it any more complex would be programming hell, especially when trying to balance the game. this is really a done deal. its in the game now, so that should be good enough
terrorism what most of you are thinking of is historicly meaningless. although nearly 3000 people died in the attacks in sep 2001 (and in the counter attacks 300'000), these numbers aren't anything.
in WW1 there was the battle at the Somme (a french river) where an estimated 1/4 to 1/2 million people died in just a few days. in WW2 russians and germans lots several million soldiers in just a few months.
the pest killed nearly half of continental europe's population.
... as long as these things aren't in the game, terrorism isn't worth mentioning. it's mainly a psychological effect, in absolute numbers it's nothing...
maybe bring back civ2's "poison water supply"?
btw: guerilla are called terrorists since 2001... they're in the game

Yeah it's already there. Several of the options you get when you build an Intelligence Agency could be considered terrorism. It's just very cost ineffective and more often than not fails. So very few people I know of actually use it.
We've already got some terrorism, like cookiedude said. That plus "Poison Water Supply" and maybe a planted Terrorist like you would plant a Spy or Embassy would work for me.

I'm sure THAT would go over well. Pretty soon we have the FBI knocking on the doors of Civ players wondering what it is we're actually doing. Remember the movie Wargames?
poison the food or water from city X , depending on the size of the city it could kill 5-25% , cost should be related to the city size and wheter or not there is a police station there , .......
