    4000 BC: First city founded.
    3500 BC: Border expansion.
    3250 BC: Second city founded (presumably from the goody hut).
    2630 BC: Third city founded.
    1950 BC: Border expansion.
    
    GoW: 
    4000 BC: First city founded.
    3500 BC: Border expansion.
    3000 BC: Posible second city. Very close to the first
                   because the score only grows by 4 points
    1870 BC: Third city at a normal distance
    
    Lux:
    3950 BC: First city founded.
    3450 BC: Border expansion.
    2590 BC: Second City.
    Of course, this is only a guess from the study of the score evolution through time.

      They just want the luxuries.

      [edit]:Perhaps we should admit we've had a settler on the way since prior to the border issue (even if it not true). Be polite about it, but also use it as a way to gauge if they have a settler coming our way.
