My father has finally passed, and I have lived out a long and joyous life by his side. Let us all remember the passing of Togas the First. I have written many words about him in our Ceremonial Place. His body, once burned, will be kept here at Casa del Togas, and I, his first son, must also retire from public service.

My life is here in and amongst Madrid. However, for Spain to be successful, it must grow. We must become a nation of cities, not just one. The lands beyond us need to be explored and new places must be found for entirely new cities to occupy.

Therefore, I announce that the responsibility placed on me by my father will now be placed on another. My first and greatest son, Decedro Togas. He has trained with the warriors, walked the beached, climbed to the tallest hills and will soon take a small expedition with our chief architect to the highest peak of the Great Spanish Mountains to begin plans for a new city. A second Madrid. Somewhere beyond the hills in the rumored Valle de los Torros.

My son will soon assume full authority. For the next two months I will take him to meet all of you personally and allow him to confer with the wisest amongst us. He must speak with the Arnelos Family to see if he still wishes to have them as his Most Trusted Advisor. But he is a somewhat daring young man, with great spirit and courage. He may well choose an entirely new group of advisors.

[OOC] With the change in characters, I would like to ask all current advisors to PM me if you wish to retain your job, or seek a new one. Anything goes. If you want someone else's job, secretly let me know. We may have some interesting plots develop because of this.

      Changes in Advisors

The following changes are now official:

Governor Roberto Ninot will serve out the rest of his years and then retire. He will be replaced with Senor Arnelos who will prepare the city for the eventual departure of more than half of the families, which will take a trek over the mountains and into El Valle de los Torros.

Senor Ruby_Maser will lead the group of settlers to their new location, just across the mountains and will serve as the city's first govenor.

Senor Fletcher Dejon will serve as my Most Trusted Advisor.

This is the Word of Togas and it shall be done.

        New orders for the slaves

I have stated my plans on the workers discussion thread, but just to make it easier and more clear for the person who is going to play the turns:

        - After finishing the current work, then road the shielded grassland
        - Then, DO NOT road the mountains, because it would take 9 turns which is too much at this moment and go directly to Pamplone to irrigate the cow. Since the cow itself cannot be irrigated now, irrigate first the grassland at SE of the cow, SW of Pamplona
        - After the irrigation, road the cow.

Edict of the Watcher on people complaining about the Government

Further to the uncovering of the 11th Felony, a report propagating lies about a so called rate of approval, it has been decided to open a new right to all citizens of the Spanish Empire.

            1. All citizens enjoyed the right to file complaints
            2. Complaints are filed in person at the Watcher office (at the corner of the Avenida del Infierno with the calle de los Tormentores, MADRID) where they are received from 5.00am to 5.30am.
            3. The plaintiff is then interviewed by the Watcher assisted, if need be, by some specialists
            4. Plaintiffs are suggested to bring some cloths and stuff, in case the interview would last several days
            5. If found valid, the complaint is then registered
            6. A yearly report is made for informing objectively our Benevolent Despot of the true state of the opinion regarding the Government.

Made in Madrid, on January 11, under the leadership of Togas

Togas's 30 Turn Vision for Spain

Madrid: Grows to a larger size with the help of Temple to make it our production center, and to allow it to bounce back easily after making settlers or workers (no more dropping down to size 1).

The city will be responsible for TWO settlers and defenders in this time frame. It will settle sites 6 and then 8.

The city will also be responsible for providing at least 1 worker (hopefully many more) to connect Madrid and Barcelona, link up the silk, irrigate Barcelona, and then link to the new cities.

Pamplona: Our settler factory. This city is primarily to focus on REX, but Ruby_Maser's plan #2 looks excellent with the inclusion of a temple and at least 1 worker. This city must make THREE settlers and TWO defenders (Madrid volunteered one) to settle sites 2, 3, 9 in that order. It will also create a barracks, horsemen, and workers where queue space allows, but it's primary mission will be to get those three sites settled as soon as possible.

Barcelona: Needs to pull itself out of it's slow growth and will have to build it's own worker to speed along progress. Within 30 turns I want to see this city connected to Madrid and self sufficient enough to begin making boats. We will have mapmaking in less than 30 turns and Barcelona must be self-sufficient enough to move to sea-fareing. I would recommend a temple and harbor for this city, and I will leave the details to Astrologix to work out.

Saragossa: (#2) Dejon has volunteered to lead the expedition to this city and to run it. I need this city to act as a fronteer city and to build an extra defender, walls, barracks, and a temple (in no particular order). This city will also be counted on to contribute workers to the Cow Valley expansion cause once it's defenses are reasonably established.

Sites 3, 6, 8: Will all follow the "fronteer city" model and build for protection first, then build infrastructure.

Site 9: Needs to get us connected to those gems and possibly iron (depending on if we go for a "mass upgrade of warriors" strategy or a straight build swordsmen strategy).

Within THIRTY TURNS I expect us to have our border established, and all of our border cities building for defense. I expect that our road network will still be lacking and the goal at this point will be to focus more on infrastructure and horseman/swordsman production while a few settler factories continue to seed the south-west with cities, choosing high growth spots first.

This is the word of Togas and it shall be done.

The Tamali Family, known for their ability to travel rapidly and quickly set up new settlements throughout their history, have been granted a Governorship of our newest city, Santiago which shall be settled west of Saragossa, near a great stockpile of silks.

Their settlement group is already half-way to this destination.

Ninot has been appointed the new Ambassador to Gathering Storm. Senor GodKing's chamber pot cleaning duties have kept him far too busy with my growing family and our needs. He will now focus his full efforts on tending to my household while Ninot tends to relations with the distant and mysterious people of the Storm.

Rules for talking with other teams

ONLY the appointed ambassador to a nation may state that he represents our team, unless I specifically authorize you to say so. When talking to members or leaders from other teams you may chitchat, but DO NOT state of imply that you represent your team in any fashion. You may inquire for personal interest or public interest only.

                      Permissible: "I'd like to know."
Not permissible: "Spain would like to know."
Permissible: "I think my team may do this or that."
Not permissible: "Spain will do this or that."
Permissible: "I'll tell Togas that for you."
Not Permissible: "Thank you for making that offer to us. We accept."
Permissible: "I'm really not sure. I'm not sure if I can say. I'll have to ask Togas (or ambassador) and have him answer that question for you."
Not Permissible: "We won't do that. We will do that. Togas will agree to do that."

Also, be very aware of what is classified and what is not classified. If you're not sure, say that you don't know for sure when asked. Say that you're not sure if you can say. Ask them to ask an official rep from the team.

New Policies Instituted by Augusto Togas

We have acomplished our goal of rapidly creating a border, but our border is pointless if a single swordsman (let alone a likely stack of 5) can walk right through it.

Without the ability to defend ourselves and hold the land that we posess we have nothing. Everything can be taken away from us. We are in a position of weakness every turn we let our border remain weak and unguarded.

I will no longer stand for this passive style. Rapid Expansion is no longer our priority. Defense of our border is.

Cities on the border will build walls then defenders. Cities in the rear will rapidly send forces to the front. Once the front is secure with at least 3 spearmen behind walls, we can then build workers and other necessary improvements.

Roads are our top worker priority. Access to iron must be obtained.

Madrid will no longer build settlers but will build soldiers until our military needs are met.

These are my orders. They will be done.

                          New Leadership Needed

I will personally see to it that our border cities are secured and I will handle the governorship of those cities unless a qualified applicant steps forward who understand that his job is to get his city defended ASAP, and will ensure that this is done properly.

With the chaos of the Dejon family, I will need another to step forward (OOC) we also need another save player (/OOC). Send your Personal Messanger to me if you are interested in being a part of the elite of Spain.

I have yet to see a qualified General emerge from our ranks. I challange you to find for me a General who will lead the armies of Spain should war errupt. Such man will have a place of great honor in my government.

                            New Leaders of Spain

I must choose a new advisor to serve as my Most Trusted Advisor. After carefully surveying and meeting with all of the noble families of Spain, I have chosen Senor OliverFA to serve in this capacity.

OliverFA shall now be called my Most Trusted Advisor

Spain will be served by a new Slave Master. I have recruited Senor Manuel de Leon (Roadcage) to serve as such. He is moving his family to Madrid and will be available shortly to serve this important role. In the meantime, he has sent me a very detailed list of his requested orders for the slaves.

However, there is still one post that remains open. Instead of filling it myself, I have chosen to hold a contest whereby the greatest military minds of Spain shall gather and show their worth.

The Post of General of the Army of Spain shall be given to one of the following nobles: Astrologix, PlagueRat, LzPrst.

Shortly a "thread" will be created to host the competition between these three. Bonus points will be given for good RolePlay.

                              Standards for Playing the Turns

Mistakes have been made, some by me, with following the posted orders for each turn. Sometimes, however, intentional changes are made to the posted orders. This will be our new policy with playing the save:

The posted orders for any unit or city shall be followed unless:

                              1) An unexpected emergency makes the posted orders wrong, irrelevant, or irresponsible.
                              2) A surprise event presents us a sudden opportunity that we should clearly take advantage of, and therefore change orders.
                              3) A clearly erroneous order and/or typo.

If any orders are changed, the person who plays the turn should say so and say why he changed the orders.
