I hereby announce that I officially appoint Cardinal Calamari as judge in the trial against señor Godking. After this trial I will officially appoint a new judge who will remain judge until his death.

Señor Torquemada will hereby be ordered to ONLY collect evidence following the procedures of the Law on the Inquisition and advise Cardinal Calamari.

I officially appoint señor Torquemada as Head of Inquisition. He has the powers to judge the cases that are brought before the Inquisition by the porsecutor.

Iofficially appoint señor BigFree as Prosecutor of the Inquisition. He has the powers to start an inquiry, bring the case before the Inquisition, collect evidence, to call up witnesses to testify against the supect and to propose a punishment.

I hope to appoint two more judges in order to have a tribunal. Even if I appoint these judges, señor Torquemada remains judge. I will not appoint any judges during the trial.

I officially appoint the Cardinals Tacticus and Winterius as Judges of the Inquisition. Their task is together with Señor Torquemada, Head of the Inquisition and highest judge, who takes the lead and should make sure the trial is held fairly.

In case that the three judges do not agree, it is up to Señor Torquemada to find a solution for that. If he thinks such is not possible, he can request the Pope to do that instead of himself. Thus the task of the Head of Inquisition is a very important one.

Because the trial on the murder of the heretic GodKing has not yet started, but only the inquiry of Señor Libre, the Tribunal of the Inquisition shall rule in the case of the Murder of the heretic GodKing.

This is the main reason why I devote a considerable energy to satisfy myself that all arguments presented by the prosecutor are well founded and relevant. This is the price of fairness.

The grammar is a bit bad because of the long sentence. What I mean to say is that you are the Head of Inquisition, the highest judge. Cardinals Tacticus and Winterius are appointed as normal judges. All three of you have equal powers in the trial, but because you are chairman of the tribunal, you are given, in addition, the power to lead the trial and you have some other duties. I have cleared it out in this new edict that will be added to the Law on the Inquisition as soon as the trial is over.

                New rules:

The three judges of the Tribunal of the Inquisition have the power to:
                • question the prosecutor, the accused suspect and the witnesses;
                • judge whether the accused suspect is guilty or not. In their judgement judges have to take all evidence into account and argue why they have made the decision they have made. Judges needn't to defend this decision in a debate with the prosecutor or anyone else.
                • decide which punishment they inflict on the accused suspect if he or she is found guilty. Judges needn't to defend this decision in a debate with the prosecutor or anyone else. Judges can agree with the punishment that is proposed by the prosecutor or not, that is up to the judge himself

The three judges of the Tribunal of the Inquisition are obliged to:
                • not neglect any evidence that is shown to them, whether it is a testification of a witness, physical evidence, written evidence and pronunciations of any person that the prosecutor thinks to be relevant in this trial.
                • argue why they judge the accused suspect guilty or unguilty. They have to do this by arguing why certain evidence is more important than other evidence.
                • Inform the Head of the Inquisition of their judgement.
                • be unbiased. If any person publicly accuses a judge of a biased attitude towards either party, he has to prove this before the Pope by starting a trial.

                Prosecutors have the right to:
                • start an inquiry when a punishable fact has been committed. This means a break of the Law of the Church.
                • Collect any evidence. There are no restrictions to collecting evidence, but the prosecutor needs permission of the Tribunal of the Inquisition to use force to collect evidence.
                • arrest any person whom he suspects to be significantly related to the committed punishable fact(s).
                • start a trial if he thinks he has enough evidence and he thinks there is a good chance that the accused suspect shall be found guilty.
                • Present evidence against the accused suspect to the Tribunal of the Inquisition. This evidence can include testifications of witnesses, physical evidence, written evidence and pronunciations of any person that he thinks to be relevant in this trial.
                • make a proposal to the Tribunal of the Inquisition for a punishment.
                • bring the case before the Pope if he considers the unacceptable. He has to argue why he considers it unacceptable. If the Pope considers his arguments rightly, the case is officially brought before the Pope and the Tribunal of the Inquisition has no power, nor role in the case anymore.
                • Present evidence against the accused suspect to the Pope. This evidence can include testifications of witnesses, physical evidence, written evidence and pronunciations of any person that prosecutor thinks to be relevant to this case.
                • make a proposal to the Pope for a punishment.

The Pope has judicial power to:
                • set aside any judgement made by the Tribunal of the Inquisition. The restriction to this is that the Pope is only allowed to do this after the final judgement has been made by the Tribunal of the Inquisition, but not during the trial.
                • replace judges of the Tribunal of the Inquisition during a trial or after a trial if the Pope judges them to be biased.
                • Interfere in the trial by presenting rules that apply to the ongoing trial only.
                • question the prosecutor, the accused suspect and the witnesses;
                • judge whether the accused suspect is guilty or unguilty. In his judgement the Pope has to take all evidence into account and argue why he has made the decision he has made. The Pope needn't to defend his decision in a debate with the prosecutor or anyone else.
                • decide which punishment he inflicts on the accused suspect if he or she is found guilty. The Pope needn't to defend this decision in a debate with the prosecutor or anyone else. The Pope can agree with the punishment that is proposed by the prosecutor or not, that is up to the Pope himself.

                The Pope is oliged to:
                • not neglect any evidence that is shown to him, whether it is a testification of a witness, physical evidence, written evidence and pronunciations of any person that the prosecutor thinks to be relevant to this case.
                • argue why he judges the accused suspect guilty or unguilty. He has to do this by arguing why certain evidence is more important than other evidence.

The task Head of the Inquisition is to:
                • make sure that the judges of the Tribunal of the Inquisition make a judgement in the trial that is presented before the Tribunal of the Inquisition.
                • lead the trial. The Head of the Inquisition has the power to decide that certain issues should be left out of the trial because they are not relevant to the trial. Any person except the Pope, even the other judges of the inquisition have to obey this decision.
                • make sure that the Tribunal of the Inquisition has one judgement. In case the judgements of the three judges do not fit, he has to find a way to make them fit. This can for instance be done by negotiation or by vote.
                • publish the judgement of the Tribunal of the Inquisition.

Any person has the right to:
                • accuse a judge of the Tribunal of the Inquisition of a biased attitude . He or she has to bring evidence before the Pope and prove this. This evidence can include testifications of witnesses, physical evidence, written evidence and pronunciations of any person that he or she thinks to be relevant in this trial.

                Other rules:
                • Any person has to obey decisions made by the Tribunal of the inquisition, the Head of Inquisition or the Pope.
                • The Head of the Inquisition is a judge of the inquisition. All rules that apply to the judges of the inquisition apply to him to unless the Law of the Church states different or the Pope decides different.
