I guess I should somewhat describe the advantages/disadvantages of the other options.
Building a temple would give us more culture. Happiness wise it doesn't matter much, see the Do we want to try for the Great Library? thread.
Building military units or barracks/walls would strengthen our deffense and indirectly speed up our expansion. Military units also can be used to prevent disorder, although it appears that this effect comes into play in 4+ size (perhaps 5+) size cities (again see the Do we want to try for the Great Library? thread for a limited "happiness" discussion).
Building a granary would speed up the growth in Jackson. For your reference, it costs 60 shields.
Building a settler would directly speed up our expansion.
Building a worker would (probably) mean more tiles to work on.
Building Wealth would increase the amount of gold we have.
Any of the above would slow down our wonder building. Building the Palace would deprive us from all the above but it would increase the probability that we can build a Great Wonder and we might even get to choose which one.

I believe that Jackson should be designated as a wonder building city immediately and therefore should start working on a Palace as a wonder placeholder.
