I dunno, bro.....they're *at least* ten turns from being able to mount a serious threat at the capitol. That's half our GA in unit production. If they give us that kind of time to prepare before they decide to use their force, they're goners. Also, it'd mean stepping off the relative safety of the mountains. I think that would be a HUGE risk for them to take.
I'm willing to bet that they do NOT have our WM, and thus, they have no clear picture of what we have coming for them....with our rate of production, in ten turns, we'd have a larger force to bring to bear on them, and could arrange ourselves to have most, if not all of the attack advantages. Too risky for them, IMO.
