Are we sure they built a Temple in their capitol? It does seem very strange if they do have a Temple. Even if they don't, Pop 6 would usually make Lux->10% worthwhile. The exception being if they have most of their cities at 5+ commerce, then holding at size 5 could be worthwhile during a military buildup. 10 shields is possible at that size, and there is no benefit to upping that to 11 if the commerce takes a dip.

Yes, they have to have built a temple, as the F11 of 1550 BC shows them at size 4, above EotS at size 5. The only explanation I know of is if they had more culture, and libraries weren't available at that point.
And no, it's not the one turn difference in building their palace, as in 1675 BC they were at size 3 higher then ND's size 5 capital...
