Theseus, that would be on Emperor... this is regent. However, unless we find some gold, we will probably need to have one 'commerce' turn anyway, or our upkeep would bankrupt us. But unless we foresee a drop in commerce coming from a size-drop, I suggest we only do this at the last possible moment, so when our treasury is at 0, and we have 1 upkeep to take care for. It should be the most economical way to prioritize research.
