          Ok. Thanks for the prompt ruling.

          What about running deficits with no gold? Is it ok if nothing happens (as on Chieftain)? Is it ok if an improvement/unit gets disbanded each turn?

            I just tried it out in a scenario, and at least in PtW 1.27f you can't bombard from a Transport. I loaded 2 Cruise Missiles into Transports this turn, will check next turn if they can bombard, but in the meantime I'll switch all the Cruise Missile builds to something else.

              Well, the game mechanics work a certain way for a reason. It's technically not an exploit since it was actually something addressed by the programmers. Whether or not that implimentation is the best is another matter, but I didn't make Civ 3...

                Another thing you can't do with Cruise Missiles is chain them (more than once a turn). They don't have the Load command (at least with a Transport, not sure with a Nuclear Sub) so you have to move them into the next Transport, using up their movement for the turn.
