I havent looked at the save yet (or any screen shots) but it seems like Voxian forces bypassed D'ville and are heading north by foot (as opposed to "by magic") Granted this is conjecture...
We don't need anything actually within Dissidentville's cultural borders to keep an eye on it Three units around the city at D2-3, D4-9, and D8-8 would do the job nicely. So two WCs in Vox's core area would suffice.
Vox has no need for iron during the evacuation, and we'd have to make peace before the evacuation to supply it to them. I'd rather keep the official status at a cease-fire rather than full peace until they're gone, since that's better for our happiness levels.
Regarding our supplying Vox with techs, I chose my original wording fairly carefully. We need to make sure we aren't trapped if our supplying Vox with techs starts causing problems for our relationships with other civs.
At one point, we strongly suspected the existence of an island to our southwest, sort of between us and RP. But one of our galleys investigated and determined that the wider-than-expected sea area led to ocean, not to additional land, so there's no reason to view an island as especially likely in that area.

Possibilities:
a) moving the eastern immortals off the mountains - if they stayed there there was a chance they would have cost us a unit, or at least needed time to heal units. On the flats we had more chance of winning without losing a hp.
b) around Inchon - some of their units have been moving north, others south (initially they moved spears south in the turn before they founded Inchon, and now everything (except those warriors) is coming north again.
c) moving off the Inchoff mountains (p'raps - depends what they want to do - maybe staying there for an extra turn was a blunder)
d) something we can't see (failing to move defenders from the core towards Elipolis?)
