I'd rather not. That seems too far into the exploit end of things even if it works. It basically gives our workers a free turn.
So far the furthest in that direction that we've gone is short rushing. It's something that probably wasn't intended to be doable, but at least doesn't give us anything 'free'... we still build and pay for the shields.

A worker using the 'build to' command will finish their road project and still have full movement points left, instead of finishing it by using up it's movement points.
I think using it here would have 1 of our Workers 'come out of it' next turn, the other two finishing the 2 Worker turns left on the road. If that is the case, it's ok IMO, we are still putting in 5 Worker turns, so nothing free.
I'm not sure if it works that way or not though. If all 3 of our Workers come out of it next turn, it's like getting a 5 Worker turn Mountain road for the price of 3.

Just tested, and it doesn't help us much if any. Next turn they'd be roading, and at the end of the turn one of the Workers would come off the Mountain with no movement points left. The next turn, they all can move, just one of them will be on the tile where we chose to road to.

The big difference is if it lets the road finish during the turn instead of at the end of the turn. That would make our offensive units on Hurricane 8 available to go after Voxians that try to strike Sandstorm over flatlands a turn earlier. By the way, if Vox is using the "road to" exploit, they could move troops over their road next turn, right?
