Here is a rule proposal I think is on its place:

You should post in the team threads in the main forum (you might have to dig a bit to find them) and announce your interest in joining their team.Comment

You can apply to certain teams and hope that they'll accept you. If you have some experience and good character then it shouldn't be a problem. Want a run-down of the teams?
