                My definition on what should be reported:

                Any Act of War

                Where "Act of War" includes any action which will trigger a transition from peace to war between two nations.

                        I guess the real question is:

                        "If a state of war exists between nations and one nation pilliages roads inside the borders of the other nation should that be reported in the battle reports?"

                          Yes it should, as you can't pillage inside other teams territory without either a)causing war or b)being at war already.

                          From my point of view pillaging fits perfectly into the "Act of War" category but if the teams in unison decide that pillaging should be excempt from reporting they clearly have the right to do so.



                          I'm not sure where that leaves us with diplomacy though. My skills on diplomacy it a bit rusty (prefer guns ) Will failed espionage attempts ever cause wars? Should they count as act of war?

                            Failed spy missions themselves don't cause wars. the AIs themselves decide to declare war.

                            +.5 to having pillaging added to the battle report.
                            You just wasted six ... no, seven ... seconds of your life reading this sentence.

                              Truly I asked originally because I don't know the rules about these things. I was calling up saves and comparing them and I was pretty certain that the road had been pillaged by an Army. I think that, in the absence of an actual shooting war, it is a matter of convenience if somebody notifies you that they destroyed the road.

                              In an ongoing campaign, perhaps not, but even there it might help out.

                              It is difficult in a PBEM because you cannot see what happens as you can in a SP game.
