Since there were objections to settling far away, I put a city closer to the capital (at Noriko's Seaview 88). This one will allow us to connect all cities to the network without building Roads on Hills.
Met the Saito people, and got a Slave for techs. Talked to the Urukami again, gaining lots of gold for a tech (to allow research at a net loss).
Used the upgraded Daimyo Guard to make two Slaves, killing one Matsunaga Asigaru. War.
Next turn, killed another Matsunaga Ashigaru, ang got two more Slaves. Too bad the Daimyo unit was not promoted.
Two Granaries were finished, and those cities told to do Crossbow units, in case the Matsunaga have an army to send to us...
Bought another Slave from the Urukami.

I think we still have a shot at one city to the far north, with the Settler currently being prepared in the capital. The capital needs to be MM-ed to keep growing every second turn, by the way (and will need MM to keep growing each turn once the Irrigation is put on both food bonuses). The northernmost Ashigaru unit is supposed to keep walking north, in search of contacts. It is advisable to send another one to the west.

So my humble opinion is, we should take away as much land as possible by peaceful means, then gear up for war, and then start killing the neighbours one by one.

Regicide is off, there's no city elimination mode either, so the AI shouldn't get an extra defender in a new city.
