The Spices are directly (one tile) south of Rusicidae.

Just a reminder, the senate is an advisory board for the emperor. When it comes close with polls (like this one), the emperor has the choice all to him/herself

Aqua- not a bad suggestion, and I'll try to figure out if it is better or not, given how close this poll is. The problem is it's time sensitive (and should have been dealt with pre-anarchy, probably) - we're going to lose several citizens during anarchy, since there's no way to give them any luxury beyond those we trade for or own... I'll look at it and figure out the timing, and if abandoning can save any citizens; if not, I won't bother, or will likely follow Aqua's suggestion.
