We wouldn't have this problem if Rusicade had been razed and the spice been built on - the cities that would starve down several pop wouldn't face that decision. I'm going to try to road it during anarchy anyhow, if it's possible, I want to avoid losing buildings. I may lose 1 population in some of the cities, but that may be unavoidable. I may also raze rusicade anyhow and just move the citizen over - that will be put to a poll in a moment.
What you have to realize is the strategy of Rome is much different than normal Civ. Rome has a much easier time expanding than most civs, losing only 1 unit per citizen, and having more quickly moving citizens. You can afford to lose a city or two to gain significant advantage - and were we to own spices we'd not have the concerns over happiness we have now, saving us many citizens and production ... if we had saved 5 population (which we would have and then some, starting pre-anarchy) we would have saved 5 citizens' worth of population, and undoubtedly much more than 20 shields of production ... think about it.
