I wouldnt start war with Macedon until you have peace with Carthage, and I would at least burn Carthage before that peace is reached!!

What are your intentions with the celts?? are you going to continue the war or just trim them for now ??

On research I would get legionary 3's asap and feel that aquaducts are a luxury build in this scenario that can wait. With the AP on it is possible to produce units at a goodly pace even with size 6 towns and it is the legions that will do the dirty work of growth for the empire in the early years

Your imediate aims now should be troops troops and more troops, let the emporers to come think about aquaducts and the like

The army should be filled now with Legionary 2's that will kick some serious ass and as Modo says if you build the Heroic Epic there will be other leaders down the line to put L3's and heavy cavs into

The main thing I see is that all those builds of Granery's need switched to something useful. Either workers if not late to switch without wasting shields or Legions.

Granery's are not needed for producing citizens at all, most any city without fresh water that hits size 6 can be safely permently set to straight citizen production after the GA ends as long as no forest chops are occuring near it.

I wouldn't fight Macedon at the same time as either the Carthagans or Celts yet.

Burn Carthage to the ground, and then see if they will surrender all their remaining island cities for peace. If not, take one island city and check again, repeat as needed.

On the Celt front, we want to minimially cripple them.

I highly recomend Military Training on the tech front. If it finishes during your term check to see if Monarchy has been discovered.

This is unlikely, but if so buy it as cheaply as possible and proceed to the Republic.
Otherwise reserach Literature to give the AI 4 more turns to complete Monarchy.

Yes, find a suitable city for building the Heoric Epic.
This will give us armies of L2s, L3s, and a free FP.

Don't bother building any city improvement walls nor temples.
Start building the Temple of Artimes somewhere if not already underway.
We also should be building the Oracle somewhere, Colosus [productive costal city], and Mussium [high food surplus city with river].

Great Libary is useless. We can afford to miss the Great Lighthouse. The Bacrilla [sp?] would be really nice. Herridan's wall would be okay if not built in the British isles.
