My thinking is that if a lake is small enough, you cannot put boats in it because it is counted as fresh water.

Were there any huts they might have popped to get a free settler on the other side?

Thanks you two. It was hell trying to stay even with the other Civ's though. In a diety game you have to get the upper hand rather early or never at all.
