    OPTION ONE
    A Settler unit has 8 shares which can be bid on. These shares get ownership of the first eight tiles brought into the civlizations cultural influence. Precedence will be given according to the bid price with the individual with the highest winning bid getting first choice, the second highest winning bid getting second choice and so on.



    OPTION TWO -(4 votes)
    A Settler unit has 8 shares which can be bid on. These shares get ownership of the first eight tiles brought into the civlizations cultural influence. Precedence will be given according to the bid price with the individual with the highest winning bid getting first choice, the second highest winning bid getting second choice and so on.

    Four of the shares are the property of the city that builds the Settler and may be auctioned off or assigned as the city sees fit.

    Four of the shares are the property of the central government and may be auctioned off or held in order for the tiles to be used later for auction or for new players to choose as their first tile as the central government sees fit.

    OPTION THREE
    Settler is auctioned off. The winning bidder gets control of the Settler and the central tile the city is on as their tile. All other tiles are auctioned off as normal.



    OPTION FOUR -(1 vote)
    Settler is auctioned off and owns all tiles in its initial radius. There are no shares whoever gets the Settler gets control and all the initial radius squares. Most probably one person will suggest a city site and will get other players to pool money to win the Settler and they will then move to the city site and divide the tiles accordingly. Kind of like a Colony Covenant during the colonial era, they would have a specific area they proposed to found it and then drummed up money and resources to found the colony.

    OPTION FIVE -(1 vote)
    The city that builds the Settler chooses the proposed site for the new city (the citizens of that city could vote on sites, etc.) The inital tiles in that proposed site are then auctioned off as shares. With half the shares being auctioned off by the City and half being held/auctioned off by the central government. If there is an odd number of tiles the City gets the larger half of shares.

    I vote you are insane for not making this an actual poll and allowing us to change votes.

    I vote for option 2 as it seems the most balanced. I would change my vote to option 6 "Aeson gets all shares of every Settler" if there is any chance it will pass though!

      ... and what happens to the other tiles that fall within' the city radius, either when it is built (due to being inproximity to other cities' culture) or when its culture expands???"

      I realize that these tiles would not fall under jurisdiction of the settler.... but it's conceivable that when a city is built it will have more than 8 tiles... will these extra tiles be auctioned off by the central government at large... or by the mayor of the new city??? neither??

            Could you be more specific? I thought each of the options spelled that part out. Cities don't own any tiles, the central government owns all tiles not owned by the players.

              Ok, so lemme see if I understand this correctly, with respect to options 2 and 5, if the first 4 tiles can be auctioned off by the city that builds the settler.... does that mean that the city would be allowed to open the auction to only members of that city... is that allowable???

              If that's the case, then I vote for option # 5. If the city that builds a worker gets control of the worker, then the city that builds the settler, should also be able to control the settler as well... or at least where he goes... and having 4 tiles to that city and all the rest to the central government creates a nice balance.

              my vote is for #5

                Suggestion SIX

                Just like Option 2, but 6 tiles go to the city instead of 4, with only 2 going to the central government.

                  Why don't you vote for 2 with 6 going to the city and 2 the central government. Then if 2 wins we can have a runoff over the allocation amount.

                        I shall provide examples that will actually come up in the near future:

                        Feudality builds a settler, and proceeds to settle "the western suburb", as per our current plans. Due to the fact that it is a coastal city, there will be only be 2 tiles within the city radius that are purely owned by the suburb, and one "split tile" between Feudality and the suburb.

                        1. Is the split tile considered to be owned by the suburb in terms of being able to be auctioned off?

                        2. If there are less than 8 tiles, how many player owned vs. state owned are there?

                        3. How, exactly, do we determine who gets what tiles, assuming all 3 were able to be auctioned off? Do we all say our bids, and the richest simply gets to pick? I'm only going to have $18 or so, which is fairly good for this time. Could I bid that $18, which no one has a hope of matching, and claim any of the tiles? Is there some sort of "minimum bid" or something? What if no players can reach it?

                        Now, lets say we were going to colonize somewhere with 8 full tiles.

                        1. How do we determine which 4 are player owned? Do the players pick them, and then the remaining 4 are state-owned?

                        2. What if two bids are equal? Who gets first pick?

                        And finally, What about the other tiles that will eventually be in the city's radius? Are those to be auctioned off normally? How many will be state-controlled?

                          It depends on which option win, with option 2 ahead I would assume 1 share could be auctioned off by city and one share auctioned off by the central government. The highest bidder between the two getting first pick.

                          The split tile is already owned by the central government so it wouldn't be availble as a share choice.

                          They would be split evenly with the City getting the larger half if it is an odd number of tiles.

                          There isn't a minimum bid on shares in a Settler so if you had the highest bid you would win.

                          All will be state owned. The state will auction off most of them eventually.

                            I like Option #2, it seems the simplest and most balanced

                              Should we create a "Bureau of land managment" guild that determines when/if a tile is auctioned off by the federal government? Or is it going to be done by elected officers?

                              I guess what I'm asking is: "What is the Federal Government?"
