Fellow citizens of Feudality, welcome to our first council meeting.
Feudalityis by and far the best city in the entire Mayan empire. Our entire city will be nearly corruption free, which will grant every citizen of the city their full tile's value. Our city also has extrememly productive tiles. the floodplain tiles in the SouthWest are rich in food, and will allow our city to grow exponentially. The hills to the East are average tiles, which will eventually provide above-average prouction, and average trade and food. The gem-mountain tiles will provide shields and commerce.
Together, the tiles of Feudality will create a large, highly productive city with massive amounts of trade. We shall all profit from the gloriousness of our home city.
I would propose that we build a settler, and only open it up for auction from people within our city limits. We could then build the city in an overlapping area, and ensure that none of those other lords will get a piece of our glorious city. It's bad enough we have to deal with Farb.
Utilizing such a system, I would propose we create "suburbs" of Feudality. These suburbs would be tightly spaced (2 spaces between cities), and would overlap in such a way as to provide every citizen of Feudality votes in multiple cities just from owning their initial tile.
I would like to run for Mayor of Feudality. My priorities would be:
Growth
Expansion
Improvement of Terrain
Production
Military

The second suburb would most likely be westwardly, capable of improving the economies of MWIA and Tarquinius. If we opted for some 1-tile spacing, it could also satisfy Gen Loc, but as stated before I am against such tight spacing.
I am sorry to say that I do not believe I can accomodate Thrumble with a suburb. There are only two possible spots for it: 3,3 of Serf's Up, which is within the culture radius of thaqt city (I am unsure of rules against colonizing in another city's radius are) or 2,2 of Feudality, which is again, too tightly spaced for my blood.

You got my vote on the settler issue! As to the location of the new Suburb.
Seeing you as a good choice to the post of Town Eldar, you'll have my vote there too
but economy should really prior military for now

I like Ennet's idea to give you some sort of a break as to the first 8 tiles of the first Suburb, but would like to see it restricted to the tiles that do not overlap with Feudality. That way, you will be getting the same bonus as the rest of us, voting in 2 cities. I don't think yoyu should get the added bonus of another tile within Fudality.
I am not sure how tiles are "valued" for initial bids, but I would propose that whatever you bid for a tile in the new suburb be doubled. For example, if you bid $200, your bid would be worth $400, and people would have to compensate for that. This will allow you to get a tile pretty cheap (half price, pretty much).
As stated above, it would have to be a tile not already in Feudality's city radius. Please see the attached image, and note that you can bid on any of the green tiles adjacent to the city, that are all green. That leaves you to choose a forest, or a hill.
I hope I can now count on your vote for Town Elder
If elected, I shall provide a map similar to the following after every "round" is played. Please note that the stats for the other cities have been ignored, but their expanded culture borders have been displayed, to show you where can cannot build / steal land

I am not sure how supply and demand work in this game, but in my eyes the shields should be worth more than the others when we "split" it. According to GF's proposed "money making formula", Feudality would be:
((1 pop) * (1 per capita) + (5 commerce)) * 100 = $600.
I really hope there's some sort of supply and demand in the game, and we simply don't pick how much to give each good.
