    Just because we vote for the Ordinance, a non citizen player can always petition for a permit and we can vote on it as citizens.

        I believe thats the point. Farb doesn't want anyone to build/profit in X that doesn't already live there. He's obviously trying to keep your market pristene whist playing off Feudality and her suburbs.

          Citizens of X will be at a disadvantage due to Feudality and Asylum building Settlers and increasing their tile ownership. This is more of an equalizer until X gets a Settler built.

            Citizens of X will be at a disadvantage because the way things are going.... the citizens of Feudality will have first crack at the 6 best tiles from the new city... and the same goes for Asylum...leaving only 2 tiles in each city to be open to the population at large.... generally speaking.... ???

            boy oh boy, I'm glad I'm not a citizen of X :P

            although... all of the liberals (american politics) make it a sort of warm and friendly place to be
