OK, I have worked through a lot of possible workforce options and have decided to go with the way championed by Aeson (and doubtless others) - maximise food every turn up until we get that settler except where we can get extra trade/shields and extra food would be wasted (at a pop growth turn).
Below I will post the tentative orders. These may well change in chat because of disease (it hit last time and screwed things up a little).
Allow me to explain. Right now (3150BC), we are on 14 food. We will grow in two turns whether we use the floodplains or not, so I have opted for the desert tile, which gives us more shields for that settler. We grow to pop 2 in 3050BC, when we max food again with the floodplains and the desert, at the same time as increasing the lux rate to keep the people happy. In 2950 the hills worker finishes the mine and moves to a floodplain 4, 1 of Feudality, where it will irrigate and road, so as to give the new city a good food tile. In 2900 the Mountain worker finishes the road, connecting gems, so we can reduce lux to zero again, and move him to the floodplains S of Feudality, to irrigate and road again (keeping plenty of irrigated floodplains around for Feudality to grow quickly with and to reverse the effects of disease - following a posted idea by joncnunn).
In 2800BC we get to pop 3, and need to add the lux again. Here we change the workforce to the irrigated floodplain, the floodplain irrigated next turn and the desert. In 2650BC the worker finishes the road and irrigation on the tile 4, a of Feudality, and should move to the Oasis to do something, probably mine it, to give the new city some shields. In 2600BC we get to pop 4, need to raise the lux again, and the other worker finishes, to move somewhere else. Finally, in 2500BC we get our first settler, and move him 4, 1, 1to found a new city either where he stops or the next tile SW.

Perhaps we should move him to the Desert 2, 1 of Feudality to irrigate, giving Feudality some more shields. This will probably be decided via posted opinions before the turnchat and in the chat. Secondly and most importantly is where to found city number two. We can do so in 2450BC or move one extra tile to found next turn. The differences are noted in the next thread I will post, a poll on where to build city number two.
