There should only be ONE topped thread, and that is the Directory. If it is a Key, or game critical thread, it should be linked thru the directory and does not need to be topped. If it isn't a Key or game critical thread, it should be allowed to fall off the front page.Comment

Joining the game means joining the citizenry and the senate; joining the game means joining a group. And CivGroups is much easier to manage than a bloated sign-up thread.
