      I had planned to stay out of the fray and simply vote, but there are some issues that need to be addressed.

      This was done IN SPITE of E_T not because of. E_T refused to build workers unless GF PAID FOR THEM. GF held E_T flat out posted that E_T's improvement request would not be done if he got no new workers. Aggie and others pressured E_T into building workers.

      ONce again, all of this is examples of what other people have tried to do for Apolytonia. E_T did more to hinder our advancement than ANY OTHER official (with the possible exception of Punkbass- ) and claims responsibility for our military victories and everything else.

      Ghengis proposed the Persian Campaign, Ghengish proposed the method of attack, Ghengis FOUNDED half of our civilization's cities, Ghengis cleared and improved the jungle. Ghengis proposed the current plan for reducing corruption in New France.

      E_T is taking credit for GF's work and accomplishments.

      E_T even proposed the exact same positons in his administration that GF did (SEVERAL DAYS AGO) only they are puppet postions. Look at his post, he will create 4-5 positions who can advise and suggest things to him. The rest of the citizens get no input or suggestion priviledges.

      Need I remind you of how E_T lied to the VP before his election to further his agenda, or how he changed official, poll-voted on orders at a whim?

          O.k., I've reread that part of the New Con. to wit:
          (c) By agreement of 3 of the following: President, Vice President, Supreme Military Commander, Foreign Affairs Minister, and/or Domestic Minister; any law or decision by the Senate that does not receive a 2/3rd majority vote (as prescribed in Art. II Sec. 2e) for passage may be vetoed within 72 hours of being passed by the Senate. A vetoed law or decision is no longer valid. It may be proposed again, however, it will only become valid if it is passed by a 2/3rd majority vote.
          (i) Should one of these Ministers be unable to perform his duties, his Vice Minister may cast a Veto vote in his place.
          Yes, this gives the ministers a lot of power, but also allows them to set an ultamate course for the nation. If, lets say, there was an issue and after a lot of discussion, some of the senators had changed their votes (and can't after they have first cast it) , but whatever resolution had passed or failed. This would allow the ministers to correct that, in favor of the over riding public opinion. When a item comes up for vote, the best thing to do would be to wait until a full day has passed until the Senators do cast their final votes. If a veto Issue does come up, the Ministers should wait a full day for their own debate on an Issue (unless the issue comes up during turnchat, and IMHO, whould be a reason to call a halt to the gameplay), before making their final votes.

          The ultimate veto power has it's own checks and balances between the them, so that one minister's views and opinions do not override the whole. I hope that a veto never comes up, as exersizing it is a great responcabily and would have to be closely examined before I would make a Veto vote.

          If the NewCon was in force today, to give an example, the veto might be used on two of the issues that are now facing our Nation. But that is currently not the case and I hope that we won't have to resort to that in the future.

          Another thing that I have to address, even though no one has asked about it is:

          (b) The President and all the Ministers may make Executive Orders, which have the authority of a law, over any matters within their control so long as those orders do not conflict with any current law or the Constitution. Executive Orders may be amended or removed at any time by the maker, a subsequent President or Minister, or as a result of a law passed by the Senate that makes an Executive Order in conflict.
          This is something that I really don't have an Idea of how to implement properly. If an Issue does come up that would possibly require the issuing of a E.O., I will first try to bring the subject to the full attention of the Senate and try to have them work out the Issue before hand. Using this kind of power is not to be taken lightly and could (in all possiblity), have wide ranging effects throughout the game and our current players (of which we are losing to PTW). I really do not foresee the need to use this kind of power (it does kind of scares me) in the next term.

            My Campaign - Plans for the Future

            As we are on the brink of the Industrial age, this office under my possible tenure will be addressing these issues:

            First, bringing our cities the rest of the way to having our own independent Research capabilities. This will be brought about through building Banks, Universities and Wall Street in our larger cities and the basic needs in the smaller ones.

            Second, To continue our growth beyond the current barrier of 12. They will have Coliseums and Hospitals built to properly facilitate the growth and keep the people ad happy as possible.

            Third, To continue the growth of our Native Worker Force. I would like to have (at least until all of the jungle is cut down and Railroads built) a Native Worker complement of 1.5 to 2 times the number of cities that we have. As we plan to grow, this number will increase. After, and in some cases while, these tasks are complete, to reintegrate the Native force back into our Cities to help facilitate further Growth.

            Forth, To continue our Military Forces buildup in all respects (Offensive, Defensive & Bombardment). To also work toward building our Naval Presence in the Oceans.

            Fifth, To Continue to keep the effects of Corruption and Waste down to a minimum by building more Courthouses and eventually Police Stations. This will also be facilitated by maintaining WLKD in our cities via Happiness Improvements and Specialist Assignments.

            Sixth, To make available the resources (City, Infrastructure, etc.) to possibly build a Great Wonder of the Industrial Age.

            Seventh, To work on any special projects that the President or Senate proposes, within a reasonable amount of time and budget outlays.

            Plans for PW:
            1) Maintain 3-4 Worker stacks for Jungle cutting and subsequent roads of the freshly cut tiles, within a single turns time. The Priorities will be Riverside tiles first, with the rest to follow, depending on some of the needs of the Cities.
            2) Have other stacks for building of Mines & Irrigation within a single turn, if possible.
            3) To irrigate the cities and mine the rest to have a food surplus of 4 to 6 per city, in even numbers is possible. This will allow any possible change to specialist in case of War Weariness without having the city starve. Also allows future Specialist when a City grows to a point that WLKD might be lost, again with out having starvation.
            4) To finish building roads in all of our territories, in case of a Future Resource or the possibility of one moving.

            General Railroad Plans:
            1) Connect the cities in the fastest time available, going through the path of least resistance but trying to increase city shield production as much as possible. This will allow any Military or Worker Unit to move rapidly from one area to another in the least amount of time. This will be done while Jungle clearing is still ongoing.
            2) After that is mostly completed, start RR’ing the other tiles, with the emphases on Shield production first and then food surpluses. This will depend on each individual city.
            3) Work on Hills and mountains towards the end, depending on the Individual City needs.
            4) To change any Irrigation to Mining to maintain the 4 to 6 food surplus limits.

            Specific Plans for PW would be addressed after the election.
