Knowing Bismark, we can conclude that there is only one possibilty if we refuse the German "offer", Ninot asks his FM what to do.
So ask yourself, whom do we want counseling Ninot on what our next move is to be?
A hawk, or a pragmatist?
I will leave the rest up to you.
P.S. This is a very possible situation. I haven't played a game of Civ 3 yet where I haven't had the Germans attack me at some point, and often more than once.

honestly, ive always held the opinion that the FAM should not be a war-mongerer in attitude. that is a role for other jobs (mainly SMC). The FAM's job (IMHO) is to better the nation threw diplomacy, trading, and keeping us in a good light internationally. IMHO, that does not include scheming and pitting nations against each other, or needlessly breaking deals because war now looks better than war later.
As a former FAM, i might say i support Graeme. As a current citizen and political figure, i dont support anyone tho.
