I think Egypt would be a good choice... but people may want a militaristic civ.Lime roots and treachery!

I think that religious would be more appropriate than scientific... we will probably save more turns of research through 0 anarchy than the 3 free techs. Besides, cheap temples!Lime roots and treachery!

Tassadar, keep in mind that not only does anarchy stop research, it stops everything. Our abiltity to do a lot of things would get bogged down for several turns. Religious is so good because of that. Besides, temples are almost always the buildings of choice to grow to the next border level...Lime roots and treachery!

industrial in the late industrial era is a HUGE boost, after you get replaceable parts, your workers lay rail/roads/mines/irrigation in 1 turn (Democracy).
and plus, workers that take half the time to do jobs is an all around advantage, the road network is stronger, which means more resources/luxuries.
