    France is the most annoying. They also dont have a real leader. Joan of Arc never lead France Napoleon would have better

          When i was first starting to play civ3, I was always declared war on by the zulu. I became so scared of them that i used to re start the game if i started next to them. Now im an experianced civ player(i can nearly complete emperor) I fear no one. I would ahppily go to war with any civ.

            is there a way of making this poll a bit longer, as i've got it on 5 days, but its closer than i expected.
            Difficulty is irrelevant. It's the thought that counts.

              Yeah, but Joan is a pushover. I't's so easy to keep her happy in the game. France is only annoying when you need to wipe their uselessness off the map.

                My top three most annoying civs to start near are:

                1. Greece. Hoplites shoot out any possibility of early war

                2. Persia. Get them before they get iron!!!

                3. Iroquois. Get them before they get horses!!!

                After that would be:

                4. Zululand. Masses of impis knocking on the gates of my border cities is surely a bit of a shock. More of a nuisance than a threat.

                5. Aztecs. Can't stand those hordes of jags pumping into my territory kicking up my infrastructure.

                6. Babylon. Very strong culture, solid early UU. Approach with caution.


                Of course, in the middle ages, Japan and China freak me out if I'm next to them, and in the late industrial age, the Germans make for a very threatening nation to be neighbours with. And I won't want to cross America if they manage to get to the modern era (of course, if I had to, I'd just not use bombers against them).

                  You cannot base annoyance of a civ totally on its UU. I don't know, but I always seem to get Germany as my starting neighbor, and they always are annoyed.

                    I know the mere annoyance can't be entirely based on the UU of that civ.

                    However, it crosses the border from pathetic nuisance to sheer annoyance and possibly threat when the UU of that civ wins a battle and fires up their golden age. One game I played, Babylon were my neighbours and one of their bowmen won a battle against me. The next 20 turns were nothing more than a defensive game, trying to take on wave after wave of bowmen. I'd hate to imagine the result of an enemy Aztec GA, and a Persian or Iroquois GA would be utterly devastating if you're at war with them.

                    I've found that a golden age can turn my lightning campaign in their lands into a long, gruelling defensive slugfest on the grounds that it starts their golden age if I lose to their UU. They are able to catch up militarily, even with their back against the wall.

                    That to me, is the height of annoyance in Civ III.

                    Of course, civs other than what I mentioned annoy the hell out of me as well (especially England and Egypt) for other reasons (such as always being there, and being arrogant as they are), but they don't annoy me as much as a civ who are armed to the teeth with UUs, primed up for a golden age the minute I (or they) begin an invasion.

                      I've had some success by doing just that. Playing as the romans, i attack one of theoir hoplites as soon as possible. That way they use their Golden age in the early stage when they have only one or 2 cities to build their units. The key is to deny them from building too many cities and well defending yours.

                        If UU is an indication of the annoyance of a civ, then Romans are the biggest pain in the butt during Ancient Age. If you see a horde of Legionary marching toward your cities, what units are going to use to fight against them?

                                Oh, yearly stages!

                                Hmh... yes, Rome, I'd have to say. And any civs with strong defensive UUs. Conquering cities is a pain in the ass
