), when Astronomy was discovered by AUmerican scientists. I figured, we'd have enough cash for upgrades (I don't do massive pre-builds), so waiting for Leo's Workshop wouldn't be necessary. Also, with all luxuries coming in on a regular basis, we didn't need the Cathedral boost from Sistine's. Not that AUmerica had any Cathedrals at that time... Barracks were not an issue, because of the small size of the empire - no point in Sun Tzu's. Last but not least, Washington has great sciencie potential. So instead of building Sistine Chapel, or any other expensive wonder, the shields were used as a prebuild, yielding Copernicus' Observatory a turn after we discovered Astronomy.
