Hoovers damned and power question.

'Continent-wide' wonders were used in Civ I. They were only changed to empire-wide wonders at the very last minute before release. I'm glad that they did make them empire-wide, it saves a lot of irritation. But, how difficult could it have been to go to the Civilopedia text and type 'empire' where it says 'continent'? Come on, developers, for God's sake!!!

When can a hydro plant be built?

Here is the answer:[*]There must be a mountain or a river squre directly ajacent to the city, or the city is built on one of these.[*]There must be a factory in the city.[*]There is NO nuclear or solar plant already in the city.
