        Unavailability. Just as it's inconsequential, not unconsequential. Different words take different prefixes. There are no rules to apply. A bit like irregular verbs. You just have to learn them.

                              Well if you weren't speeding you wouldn't have been fined. The speed limit is a set value. Not a wishy washy 5-10% allowance. Dont go over the limit...no problem.
