Interesting read. I had often heard of "Rah Rules" before, and had a general understanding of what rules were followed but this is the first time I read them through and understood what all was allowed, and just as importantly, what isn't.
One question though, for those of you that play regularly, do you ever vary these? (Allow tech trading for one game for instance?)

It's up to the people playing. Not everybody agrees with all the rules. The idea behind Rah Rules is to set up a framework for quickly setting up a game. Now, instead of wasting time trying to get agreement on all the little nitty picky things, or just arguing later about honor and cheating... you can just say Rah rules, but let's allow alliancies or trade techs. A short discussion, and a quicker start with no misunderstandings.
SlowThinker's thread in the Civ2Gen forum (Link) got me to wondering about opinions on helper programs. We already allow the Gits special/hut finder program, so should the other helper programs mentioned in SlowThinker's thread be allowed also?
